An admin panel is necessary to administrate user

Kindly study the ehow.com website features and provide me the porposal based on e(*)how.com feature.

additional I need:
- a "report violation" function
- function which sorts articles by rating, by up-to-dateness...
- a strong admin panel to administrate (delete) users and the content (articles). The panel should be similar/same to:
