Description:	Each week the appellate courts of our state publish on the web their court decisions. Many of these decisions are criminal court decisions and the majority of those persons appealing their convictions and sentences are unsuccessful. Those who are unsuccessful have their convictions "affirmed" by the appellate court meaning that the decision of the lower court has been upheld by the appellate court. These decisions are easily identified form the style or caption of the opinion because the government is listed as a party on one side and the individual on the other, for example, State of Florida vs. John Jones. In this example Mr. Jones has appealed his decision. We need a person to search the on line published opinions of courts on a weekly basis and then compile prospect lists for form letters to be sent to the interested persons. The process begins by identifying the type of case (described briefly above) and next identifying the name of the person listed on the opinion who appealed the case. Next, we need to take the names of the persons and run the names through another public data base (a department of corrections (DOC) data base which will tell us present address of the person named in the court opinion. The website also gives brief biographical information about the person. Once the person is located we need to apply some simple criteria to determine whether the person should be sent a form letter. If the person meets the criteria their name, DOC identification number, and present address would be identified and placed on a list. The name, DOC number, and address would then be mail merged into a form letter. The compiled list and corresponding form letters would then be emailed to us by Saturday for local processing. There are similar needs using other criteria and the number of prospects is anticipated to be several hundred per month. In summary the steps are: 1. Weekly on the day the opinions are published (typically this is Thursday) identify all criminal case decisons for the particular court. 2. After idetifying the particular case determine the name of the person who has appealed. 3. Take the name and run it through another data base to locate the present location of the person and to determine their basic biography. If their biography meets an established criteria then compile a mailing list containing the persons name, DOC identificaton number, and address. 4. Merge the list with a form letter to be provided and email the completed mailing list and corresponding form letters to us for local processing. There are 5 courts in our jurisdiction. We intend to start with one court to get a feel for the volume of letters we will be sending. Once we determine the requirments and determine whether it is feasible we may expand to the other courts. I have just done a weekly search and located 35 names. I took me 5 minutes with a dialup connection to identify all the names. It took me an additional 3 minutes to look up the first person on the name list and to locate them on the corrections data base. I would estimate that once proficiency is obtained and based upon a 56K dial up connection that a person can be identified, the criterial applied, the name, address, etc. obtained at about 3-5 minutes per name. I assume that compiling the list and merging the data might take another 3-5 minutes. This is mostly cut and paste work once the data is before the compiler. I would pay by the job. I estimate the above job to take a skilled person 1-3 hours depending on connection speed. As mentioned earlier there are several variations on this work and I would suspect that this would build into a full time position.
