Description: hi i need a portal, with the following features:

1. chatroom - java or whichever loads faster and is better
2. gamesrooms- basically i want to buy games from the internet and have them uploaded so my visitors can play them , this will include multiplayer games aswell, so basically need this integrated

3.a forum -
4. ad managment with rotating banner control
5. blog system, i have the scripts for this, may need to be customised tho.
6. i also could appreciate the design of the website aswell, but if you cant design its not a problem as i can always get a freelancers to do this aswell.
7. webmail - much like mail2web -
8. web based instant messenger that combines msn and yahoo

to be honest i want the cheapest possible price, so any1 thats going to give me really high price, am sorry at this current moment i cant afford that. if you are able to provide me a really good qoute, i would be happy to take it furthur and also offer you more work. ( on the basis that this project has been completed properly) and it will also include a few extras, which will be disussed with the service provider.
