Assuming that you want something as rich as hotscripts.com, with a consistent GUI over the lot (including the forum), with a solid administration backend, and designed for performance, then I estimate 8 weeks of my time, and a few days from a good UI/graphic designer (which I can provide you), with a total project time of three months (assuming some dead time in the middle). Even if the other bidders are prepared to work for $1 an hour, then there bids are still unrealistic since the delivery time shows they have completely underestimated the size of this project. This would be delivered using a few open source projects where this makes sense, and a *lot* of custom integration. I am up to this job, and have produced web sites of this size before. I can provide a complete portal system for you that is completely expandable so as you can add other scripting languages in the future. The script adding side of things would be automated to a certain point and then would require an administrator or moderator to approve any code uploaded to the site. All code would be stored in a database for security reasons. The site administration process would be a combination of full automation and hands on work. Hi, may i suggest you hire \'professionals\' for the \'different\' tasks that need to be done?. There are several very good scripters here, but if you want to have quality you have to pay for it. Your suggested 200 won\'t be enough if you want your site to do what you expect it to do: making you MONEY. I\'m a high qulaity designer, i spend about 15-20 hours designing the lay-out.
